ATLANTA, GA — Marshall Freeman, Chief Administrative Officer of the Atlanta Police Department, is emphasizing the growing importance of strategic administrative leadership in modern law enforcement agencies as departments nationwide continue adapting to evolving operational, technological, and community expectations.
With oversight responsibilities spanning human resources, finance, administration, technology, training, and emergency communications operations, Freeman believes today’s law enforcement agencies require more than traditional command structures to operate effectively. Instead, he says, agencies must embrace integrated operational management, cross-sector collaboration, and long-term strategic planning to meet the increasing demands placed on public safety organizations.
“Administrative leadership has become central to how modern law enforcement agency’s function,” Marshall Freeman said. “Public safety today depends not only on officers in the field, but also on the systems, infrastructure, personnel development, and operational coordination supporting them behind the scenes.”
Freeman joined the Atlanta Police Department in January 2023 as Chief Administrative Officer, bringing with him years of executive leadership experience in nonprofit management, operations, and public-private partnership development. In his current role, he oversees key support divisions for Georgia’s largest police department, helping strengthen operational efficiency and long-term organizational planning.
Prior to joining APD, Freeman served nearly seven years as Chief Operating Officer of the Atlanta Police Foundation, a nationally recognized organization focused on supporting public safety initiatives in Atlanta. During his tenure, the organization helped expand investments in law enforcement support programs, infrastructure development, and community-focused initiatives.
Industry experts increasingly note that administrative leadership roles within law enforcement have expanded significantly over the past decade. Areas such as workforce development, technology integration, data management, emergency communications, budgeting, and interagency coordination now require specialized executive oversight comparable to leadership structures seen in major corporations and public institutions.
Freeman says one of the most important shifts in public safety leadership is the growing emphasis on collaboration between government agencies, nonprofit organizations, and private-sector partners.
“Building effective public-private partnerships allows agencies to innovate, modernize infrastructure, and improve service delivery in ways that would be difficult to achieve independently,” Freeman explained. “Strong collaboration creates opportunities to strengthen both operational readiness and community engagement.”
In addition to his public safety leadership experience, Freeman brings a uniquely diverse professional background rooted in the entertainment industry, where he previously worked as a choreographer, creative director, promoter representative, and talent manager. His work included collaborations with artists such as Aretha Franklin, Joan Rivers, The Beach Boys, and Candice Glover, as well as involvement in large-scale events connected to the NFL, NBA, and MTV.
According to Marshall Freeman, that experience helped shape his leadership philosophy by reinforcing the importance of communication, adaptability, coordination, and team management in high-pressure environments.
As law enforcement agencies continue modernizing operations and responding to new public safety challenges, Freeman believes administrative leadership will remain a defining factor in organizational success.
