In recent years, Shenzhen has actively promoted the deep integration of innovation chains, industrial chains, capital chains, and talent chains. The city has implemented more proactive, open, and effective talent and innovation policies, and has coordinated the reform of the education, technology, and talent systems. Shenzhen is positioning itself as the birthplace and incubator of new productive forces and innovation, striving to build the most systematic and collaborative innovation ecosystem. The city is accelerating its transformation into a globally influential hub for industrial and technological innovation, and is comprehensively and deeply constructing itself as a city of innovation.
Talent has always been Shenzhen’s most valuable asset and its strongest source of vitality. In recent years, Shenzhen has adhered to the principles of not limiting talent acquisition by region, background, or ownership, and has spared no effort in attracting, cultivating, utilizing, collaborating with, and serving various types of talent.
In 2024, Shenzhen’s permanent population increased by nearly 200,000 people, a growth rate of 55.4% compared to 2023. Shenzhen has issued a series of policies aimed at optimizing the ecosystem for scientific and technological innovation and the environment for talent development, ensuring that the growth rate of research and development (R&D) investment across the society remains above 10% and further supporting enterprises in playing a leading role in technological innovation.
Shenzhen will establish an industrial fund with a scale of RMB 10 billion to support the development of the artificial intelligence (AI) and robotics industries, focusing on AI software, hardware, embodied intelligence, and other directions. In 2025, Shenzhen will raise RMB 4.5 billion through multiple channels to support computing power vouchers, model vouchers, corpus vouchers, scenario subsidies, scientific and technological research and development (R&D), among others. Enterprises using computing power will receive subsidies of up to 60% with a cap of RMB 10 million. Applications from enterprises are expected to be accepted starting from March.
For 12 consecutive years, Shenzhen has implemented a policy providing free accommodation for seven days to college graduates seeking employment in the city. Moving forward, this period will be extended from seven to 15 days. Shenzhen will formulate more targeted housing security policies and supply more affordable housing to ensure that talents aspiring to develop in Shenzhen can come, live comfortably, stay, and achieve their careers.
Additionally, Shenzhen will intensify its efforts to promote major projects to private capital. Building on the promotion of 23 major projects with a total investment of RMB 126 billion in 2024, Shenzhen will continue to promote major projects worth more than RMB 200 billion in key areas such as energy, transportation, and water conservancy to private capital in 2025.
