Anyone who sends crypto across borders just saw one proposed rule withdrawn. FinCEN and the Federal Reserve withdrew a 2020 plan on November 6 that would have cut the reporting line for foreign transfers from $3,000 to $250. This plan was withdrawn after nearly 3,000 public comments. Now, whether lighter paperwork brings more cross border transfers onto blockchains is the open question in this crypto update.

With the paperwork question settled, the cost of moving coins is what remains. That is the cost Pepeto is built to remove. Part meme coin and part AI utility, it is building a $0 bridge between chains. Furthermore, its presale has passed $11.3 million.

Crypto Update: US Keeps the $3,000 Transfer Line and Drops $250

The agencies said on November 6 that the October 2020 proposal is withdrawn, so the Travel Rule line for transfers that start or end outside the US stays at $3,000. The change takes effect on publication on November 9, with no replacement named.

That relief is concrete, since under the 2020 plan any foreign transfer above $250 would have carried the sender’s details. In October, FinCEN also dropped proposals on unhosted wallets and mixing services, so three pending crypto rules are now gone.

However, the news has not moved bitcoin yet. BTC trades near $75,740 on November 8. This is about 6% under this week’s $80,936 high. At about $1.5 trillion, it needs roughly $96 billion to win back that 6%. In fact, a gain like that pays $50,000 and $50 million at the same rate.

This leaves the crypto update with a cheaper path for cross border transfers, while moving coins between chains still costs $15 to $50 a transfer on most bridges. Pepeto is building the early version of that fix, a bridge that charges $0.

Investors Put $11.3 million Into Pepeto’s $0 Bridge Before It Lists

More than $11.3 million has gone into Pepeto, a presale whose tool comes with numbers a buyer can check. Its token costs $0.0000001906 before its first listing. Moreover, the price steps up at every new stage.

The bridge, still in development, locks tokens in an audited contract on one chain and mints them on the other once the lock is verified on chain. Therefore, no wrapped IOU exists. It links Ethereum, BNB Chain, Solana, Base and Arbitrum in under 60 seconds. Additionally, a failed transfer reverts on its own. At those fees, 22 crossings a year keep $330 to $1,100 with the trader. The trader pays only gas here.

Big investors and community members also have private test access to PepetoSwap, which takes no swap fee. They also get access to an AI scanner that runs 42 checks. A cofounder of the first Pepe coin heads the build. He works alongside a former Binance expert.

Holders can stake at 160% APY, with rewards claimable at the listing, and the 420 trillion supply is identical on every chain the bridge reaches.

Bitcoin’s trillion dollar size keeps even a strong week to a few percent. Pepeto’s $11.3 million base is under a hundred thousandth of that. As a result, the same demand leaves a far larger mark.

Conclusion

Bitcoin traded near $13,000 on October 23, 2020, the day FinCEN and the Fed proposed the $250 rule. It reached $126,198 by October 2025. The holders who built wealth from that climb of about 870% made one decision. They bought while the rule was still pending and the price was low.

This crypto update hands bitcoin holders one less rule, but at its size the gain left is in single digits. Pepeto sits at the stage bitcoin passed years ago, with a bridge in development and more than $11.3 million behind it.

Stakers earn while the stages rise, and the stage price is gone once the Binance listing arrives. The 2020 buyers bought while that entry was open, and Pepeto’s entry is open in the same way today.
