Which is the cheapest free zone in the UAE: IFZA, RAKEZ, Meydan or DMCC?

Every free zone brochure says the same thing: 100% ownership, 0% tax, fast setup. If that’s true everywhere, how do you choose?

Most founders pick the cheapest headline price, then discover six months later that the zone can’t license their activity, their bank wants a bigger footprint, or their clients don’t recognise the address. Switching zones means a new licence, new visas and new fees.

This guide compares four of the most searched UAE free zones, IFZA, RAKEZ, Meydan and DMCC, so you can choose with your eyes open.

What All Four Have in Common

Before the differences, the basics. These zones broadly offer:

  • 100% foreign ownership. One comparison confirms that IFZA, DMCC and Meydan all allow 100% foreign ownership.
  • The potential for 0% corporate tax on qualifying income, but only if you meet the conditions. The conditions for Qualifying Free Zone Person status are checked each tax period. All free zone companies must still register and file annual corporate tax returns, even if they qualify for 0%.

So the real differences come down to cost, location, activities allowed, visas and reputation.

The Quick Comparison

Note: Costs below are indicative and vary by package, visa count and provider.

IFZA is a favourite for consultants, freelancers and service-based businesses who want a Dubai licence without premium pricing. Guides generally describe it as popular for low-cost service SMEs.

Cost: Quotes for a zero-visa licence tend to start around AED 12,500-12,900. Be aware of one quirk: IFZA publishes no prices itself, so every figure you see is a partner price. That means quotes can differ between providers, so always compare in writing.

Choose IFZA if you run a lean service business, want a Dubai licence, and value flexibility over prestige.

Watch out for: Package differences between providers, and renewal costs. Ask for year-two pricing before you commit.

RAKEZ: The Budget Champion

Ras Al Khaimah’s free zone is consistently the cost leader among the four. One 2026 comparison lists RAKEZ from AED 5,750-6,000 and says Sharjah and Ras Al Khaimah undercut Dubai because their overheads are lower. It’s also fast: the advertised setup time for RAKEZ’s Biz Starter is one day.

The savings can be real. One side-by-side showed a one-visa consultancy package at AED 12,010 in RAKEZ versus AED 21,400 in IFZA. That’s a single provider’s comparison, so treat it as an example, not a rule.

Choose RAKEZ if you’re cost-sensitive, or you run trading, e-commerce, light industrial or logistics activities. Guides often point to RAKEZ and JAFZA for industry and logistics.

Watch out for: Your address will be in Ras Al Khaimah, not Dubai. If your clients, bank or partners expect a Dubai presence, that matters.

Meydan: The Dubai Address With a Modern Feel

Meydan has become popular with founders who want a central Dubai presence at a competitive price. Its pricing is published: a zero-visa Meydan licence costs AED 12,500 in government fees, or AED 20,670 with one residence visa.

It also moves quickly. Meydan advertises a Fawri tier with a setup time of around 60 minutes. Founders who want a “mainland-feel” Dubai address often like it.

Choose Meydan if you want a respectable Dubai address, published pricing and quick setup.

Watch out for: Add-ons. A base licence is not your total cost, so budget for visas, desk space and renewals.

DMCC: The Premium Powerhouse

DMCC is a global brand and the most expensive of the four. One breakdown puts it at around three times the cost of IFZA or Meydan, which is justified for commodities trading, Web3 and businesses that need the JLT address and DMCC’s banking relationships, and hard to justify for a general consultancy. Another 2026 comparison lists DMCC from AED 35,484.

DMCC does publish its fees, which many founders find reassuring.

Choose DMCC if you’re in commodities, trading, crypto or Web3, or your counterparties expect DMCC credibility. As one guide puts it, a commodities trader who needs DMCC recognition for counterparty credibility can’t substitute Meydan to save AED 15,000.

Watch out for: Paying a premium for a brand you don’t need. A general consultancy rarely benefits from it.

So, Which One Should You Choose?

Use this shortcut:

  • Want the lowest cost? Start with RAKEZ.
  • Want a Dubai address on a budget? Compare IFZA and Meydan.
  • Need prestige, sector infrastructure or commodity credibility? Look at DMCC.
  • Not sure? Match the zone to your activity and customers first, then compare prices.

As one comparison puts it, the right free zone is the one that fits your business activity, not necessarily the cheapest one.

5 Questions to Ask Before You Pay

  1. Is my exact activity licensed here? Not every zone covers every activity.
  2. What does year two cost? Renewal can differ sharply from the first-year price.
  3. How many visas do I need now, and later? Visa quotas and costs vary.
  4. Do my customers need to be onshore? A free zone company can’t trade freely onshore without extra steps. If so, ask about a Mainland Operating Permit or a mainland alternative.
  5. Can I handle the compliance? Free zone status doesn’t remove filing duties. You still need proper books and, for Qualifying Free Zone Persons, audited financial statements.

Common Mistakes When Choosing a Free Zone

  • Choosing purely on the headline price
  • Comparing a base licence in one zone with an all-in package in another
  • Ignoring renewal and visa costs
  • Assuming free zone means no tax filings
  • Picking a zone that can’t serve your actual customers

Conclusion

There’s no single “best” UAE free zone, only the best one for your business. IFZA and Meydan suit lean Dubai-based service businesses, RAKEZ wins on cost, and DMCC earns its premium for trade-heavy and reputation-sensitive sectors.

Getting this decision right saves you thousands and a painful switch later.

FAQs

  1. Which is the cheapest free zone in the UAE: IFZA, RAKEZ, Meydan or DMCC?
RAKEZ is usually the cheapest of the four, with base licences starting around AED 6,000. IFZA and Meydan sit in the middle, and DMCC is the premium option. Always compare all-in packages, not just licence fees.
  2. Is DMCC worth the higher cost?
Mainly for commodities, trading, Web3 and businesses that need its JLT address and reputation. For a general consultancy, the premium is hard to justify.
  3. Do free zone companies pay corporate tax in the UAE?
It depends. Qualifying Free Zone Persons can get 0% on qualifying income, but non-qualifying income is taxed at 9%. All free zone companies must still register and file returns.
