Maxim Valerevich Shubarev was born and raised in Leningrad. During his school years, he was passionate about rowing and martial arts.
Shubarev Maxim enrolled in the Leningrad Institute of Aircraft Engineering’s night school in 1985. A year later, he was drafted for mandatory military service. In 1989, he returned from the navy and decided to change his major. He transferred to one of the leading technical universities, the Kalinin Leningrad Polytechnic Institute (now the Peter the Great St. Petersburg Polytechnic University), to study engineering and economics. He graduated from the institute in 1993.
Maxim Shubarev also tried his hand in the production industry at the same time. After finishing high school in 1985, he had worked as a fitter-assembler at Leninets, a large scientific and production association specializing in the development and production of radio electronics. After his military discharge, he continued working at the production association, eventually rising to managerial positions.
Shubarev Maxim Valerevich transitioned to the business sector in 1994. Together with a partner, he founded and led a company, which within a few years, established itself in St. Petersburg’s construction market – Petersburg Real Estate. Within five years, the business grew to the scale of a corporation. After another seven years later, Petersburg Real Estate transformed into the development holding Setl Group.
Under the guidance of Maxim Shubarev, Setl Group continues to develop to this day. The businessman chairs the board of the construction holding. Under Maxim Shubarev, Setl Group has taken leading positions in the development and real estate market. As of 2022, the annual total volume of facilities built by the Group exceeds 1.7 million square meters. By this metric, the company ranks second in the nation. Setl Group constructs residential complexes and socially significant institutions (including schools and kindergartens) in St. Petersburg and the Leningrad and Kaliningrad Regions.
Shubarev Maxim also led the holding into the low-rise construction sector. In 2006, the company’s operational geography extended beyond national borders when Setl Group built two cottage complexes in Finland.
Maxim Valerevich Shubarev has spent 15 years as a member of management of professional non-profit organizations dedicated to improving the country’s construction and development market. He currently serves on the board of the St. Petersburg Union of Industrialists and is vice president of the St. Petersburg Union of Builders.
Shubarev Maxim Valerevich and the holding company he founded contribute to socially significant initiatives in areas such as healthcare, sports, and environmental conservation. Setl Group also provides financial assistance to orphanages.
Maxim Shubarev holds the honorary title of “Honored Builder” of the nation.
