Building the Infrastructure Behind AI
At the heart of the UAE’s strategy is a massive expansion of AI-focused computing infrastructure. The planned Stargate UAE project in Abu Dhabi represents one of the most significant investments in AI infrastructure outside the United States.
The project involves G42, OpenAI, Oracle, NVIDIA, SoftBank and Cisco, with plans for an AI infrastructure campus capable of reaching 5 gigawatts. The first 200-megawatt cluster is expected to become operational in 2026.
The importance of such projects extends beyond the number of servers installed. AI models require enormous amounts of computing power for training and inference. Countries with access to large-scale data centres and advanced chips can therefore gain an advantage in developing and deploying AI applications.
For the UAE, building this capacity also supports its ambitions to become a regional technology and cloud-computing centre.
Data Centres Become Strategic Assets
The UAE’s AI ambitions depend heavily on expanding its data-centre footprint.
Microsoft and G42 are also expanding data-centre capacity in the country, with a 200MW expansion planned to support cloud computing and AI workloads. Such investments point towards growing demand for high-performance computing as businesses and governments increasingly integrate generative and agentic AI into their operations.
This infrastructure race comes with significant costs. AI data centres require large amounts of electricity, cooling capacity, networking infrastructure and specialised chips.
That makes AI infrastructure fundamentally different from conventional digital infrastructure. The UAE’s ability to combine energy availability, capital and modern telecommunications infrastructure gives it an important advantage — but maintaining this ecosystem at scale will require sustained investment.
The Sovereign AI Model Push
Infrastructure alone does not create technological independence. The UAE is also investing in its own AI models.
The country’s Falcon family of models, developed by the Technology Innovation Institute, represents a key part of this effort. Sovereign models can provide governments and organisations with greater control over AI systems, particularly when data sensitivity, language and national priorities are involved.
This is particularly relevant for Arabic-language AI. Global AI development remains dominated by companies and models originating largely in the US and China. Building models with stronger Arabic capabilities allows the UAE to address a gap while creating intellectual property that can potentially serve markets across the wider Middle East.
The objective, therefore, is not simply to create a UAE-branded chatbot. It is to develop a domestic AI ecosystem capable of supporting government, business and research applications.
AI Moves Into Government
The UAE is also creating demand for these technologies through government adoption.
The country approved a framework targeting the transition of 50% of federal government services and operations to agentic AI systems within two years. It also announced plans to train 80,000 federal employees in agentic AI capabilities.
This creates an important feedback loop. Government adoption can provide a large domestic market for AI companies while helping officials gain practical experience with the technology.
It also reflects the UAE’s preference for a top-down approach to technological transformation, where government policy, infrastructure investment and private-sector participation move together.
From AI Adoption to AI Sovereignty
The UAE’s strategy ultimately points towards something bigger than becoming an AI-friendly business destination.
By investing simultaneously in compute, data centres, cloud infrastructure, models and government deployment, the country is attempting to build an integrated national AI ecosystem.
The approach also reduces reliance on a single layer of the global AI supply chain. However, complete technological sovereignty remains difficult. Advanced AI still depends on global semiconductor supply chains, specialised hardware, international talent and partnerships with major technology companies.
The UAE’s advantage may therefore lie not in becoming completely self-sufficient, but in becoming a strategic AI bridge between global technology companies and emerging markets.
A High-Stakes Bet on the AI Economy
The scale and speed of the UAE’s investments underline how seriously the country views artificial intelligence as an economic and geopolitical opportunity.
Its success will ultimately depend on what happens after the data centres are built and the models are launched. The real test will be whether this infrastructure generates productive businesses, skilled jobs, research capabilities and exportable AI services.
If those investments translate into a functioning AI ecosystem, the UAE could emerge as one of the most influential AI centres between East and West. The country is no longer simply preparing for the AI economy. It is attempting to build the infrastructure on which that economy will run.
