The Continous Beeping Sound:

Cleaning out the speaker grill with a wipe will mostly resolve the issue. If not, it is better to screw out the outer casing and clean it thoroughly (most models come with replaceable mesh grills that can be swapped for a new one). 

Static Noise Generation:

Static noise or scratching sound is probably one of the most irritating aspects of using a walkie-talkie and it is usually fixed by quickly checking the microphone connection if it looks well the next thing is to look for loose antennas or dirted clogged in the battery terminals of the device.
