China’s Robotaxi Commercialization Landscape​ Expands via Zhuhai Project as CaoCao Mobility Refines Urban Operations System

On August 1, CaoCao Mobility signed a strategic cooperation agreement with Xiangzhou District, Zhuhai, under which the two parties will cooperate on a “ground-air-space integrated” smart mobility demonstration project and explore application scenarios including autonomous driving, smart transportation, and low-altitude mobility. The project further connects Robotaxi with specific services such as urban commuting, coastal sightseeing, and scenic-area shuttles, providing a practical case of how China’s Robotaxi Commercialization Landscape​ is moving from technology application to urban service delivery.

From the content of the Zhuhai project, the application boundary of Robotaxi is extending from the vehicle itself to integrated urban mobility services. According to the agreement, the two parties will leverage Xiangzhou District’s transportation and cultural-tourism resources to explore a “vehicle-photovoltaic-storage-grid-air” integrated zero-carbon smart mobility project, and advance autonomous driving test vehicles into designated roads for validation as planned. For enterprises, an urban project requires not only autonomous driving capability, but also multiple links such as route planning, vehicle dispatching, operational support, and service-scenario matching.

This change also corresponds to an important trend in China’s Robotaxi Commercialization Landscape: the importance of actual operational capability is steadily increasing. After Robotaxi moves from test roads into urban services, vehicle utilization frequency, energy-replenishment efficiency, daily vehicle preparation, and platform dispatching all need to be supported by complete supporting systems. In the relevant project, CaoCao Mobility plans to build a Green Intelligent Mobility Hub, incorporating automated battery swapping, intelligent quality inspection, and remote dispatching into the operational system, while reserving supporting space for low-altitude aircraft take-off and landing, so as to further connect the vehicle end with the operations end. To support such city-level deployment, the company continues to advance a synchronized system spanning intelligent purpose-built vehicles + intelligent driving technology + intelligent operations, linking vehicle products, autonomous driving, and platform management.

Vehicle products are being advanced in parallel. During Auto Beijing 2026, Eva Cab—China’s first natively developed purpose-built Robotaxi, with CaoCao Mobility’s deep involvement in product definition and R&D—was officially unveiled. The model adopts a no-front-passenger-seat, steering-wheel-free design and is engineered via forward development for autonomous driving operational scenarios. Under current plans, CaoCao Mobility’s deeply customized natively developed purpose-built Robotaxi​ will enter mass production in 2027, with a target of cumulatively deploying 100,000 Robotaxis by 2030, providing product support for subsequent scaled operations.

At the same time, CaoCao Mobility’s existing mobility platform continues to expand. According to the company’s interim results for the six months ended June 30, 2026, its service network had covered 215 cities across China, with over 1.9 billion travel services completed cumulatively. In the first half of 2026, total revenue reached RMB10.3 billion, up 9.0% year on year; mobility service revenue reached RMB9.8 billion, up 13.9% year on year; and GTV reached RMB12.4 billion, up 13.6% year on year. Over the same period, average monthly active users reached 44.6 million and average monthly active drivers reached 758,000. For robotaxi commercialization, these existing platform accumulations can cover multiple links including user services, vehicle dispatching, and operations management.

From the Zhuhai smart mobility project to Eva Cab, then to the Green Intelligent Mobility Hub​ and overseas cooperation, China’s Robotaxi Commercialization Landscape​ is showing a shift from single-point technology validation to multi-link collaborative operations. For CaoCao Mobility, the priority in the next stage is not only to expand vehicle scale, but also to continuously improve the connections among vehicles, infrastructure, AI capabilities, and mobility services. As the 100,000-Robotaxi plan is gradually advanced, its commercialization path will be further reflected in the coordinated buildout of urban scenarios and operational systems.
