Listov Boris Pavlovich (born on March 11, 1969, in the RSFSR) received higher education in two fields. In 1995, he completed his studies at one of the leading economic schools in modern Russia, the St. Petersburg University of Economics and Finance. He received training in “Accounting and Audit,” which allowed him to acquire extensive knowledge in the formation and analysis of information regarding assets, liabilities, capital, cash flow, income and expenses, as well as financial results of enterprise activities.

In 2011, the financial expert obtained a diploma from the Moscow State Law Academy. Boris Listov studied in the field of “Jurisprudence”. The educational program offered by the university prepares high-class specialists with skills to work in multitasking and interdisciplinary conditions.

During the period from 2004 to 2006, Listov Boris actively engaged in scientific activities. He studied approaches to organizational development of enterprises and presented a number of new methods for managing these processes. The result of this work was the defense of his dissertation. In May 2006, the financial expert obtained an academic degree and became a candidate of economic sciences.

Boris Listov: Experience in the Financial Sector

Boris Listov began his professional career at one of the oldest companies in the Russian stock market. In 1992, he joined the St. Petersburg Currency Exchange. He worked in the team of the newly established trading platform for a year and held the position of Head of the Exchange Operations Department.

In 1993, he transitioned to the banking sector. Listov Boris Pavlovich took on the role of an economist in the commercial structure of the corresponding sector at the Bank “St. Petersburg.” This credit and financial organization is one of the major representatives in the regional segment of the market. In the bank, he was involved in activities such as financial flow management, economic forecasting and planning, as well as analysis of crucial economic information for the company.

In 1995, he received an offer to collaborate from the management of “Baltoneksim Bank” (known as “Baltinvestbank” since 2003). Boris Listov joined the structure during its establishment phase. The bank was founded a year prior and specialized in comprehensive servicing of large and medium-sized businesses in the northwestern regions of Russia. He held the position of Deputy Chairman of the Board in the financial organization and was also entrusted with leading the internal audit department.

In 1999, Boris Listov assumed a similar functional position in a larger structure of the Russian banking sector, “TransCreditBank.” He supervised an independent unit within the structure, the Internal Control Department. His responsibilities included administrative, legal, managerial, organizational, and financial monitoring.

Since 2002, Boris Pavlovich Listov has held top positions in the company “Finartis.” He has been involved in strategic development and operational activities of the business structure.

Listov Boris: Work as a Senator

Boris Listov engaged in political activities for two years. In 2007, he was delegated as a representative of one of the subjects of the Far Eastern Federal District of Russia to the upper house of parliament. As a member of the Federation Council of the Russian Federation, his responsibilities included reviewing and evaluating legislation already passed by the State Duma.

Listov Boris also worked on improving legislation in several significant areas. He served on two committees of the upper house of parliament. The first committee focused on supporting the development of local self-government at the federal level. He also contributed to building trust in municipal authorities and involving residents of cities and settlements in decision-making on local matters. Listov Boris was a member of this committee from April to October 2007. After that, he became part of the committee on financial markets and monetary circulation.

Listov Boris Pavlovich also participated in the development of youth policies and the popularization of sports and physical culture as part of the relevant commissions of the Federation Council.

He concluded his parliamentary activities in 2009.

Boris Pavlovich Listov joined the management of the key bank of the Russian agro-industrial complex in October 2009. He was invited to Rosselkhozbank as the First Deputy Chairman of the Board. He was responsible for significant areas of Rosselkhozbank’s activities, including the development of the agricultural sector.

Boris Listov specifically handled the provision of material and technical resources to agricultural producers for the proper organization of seasonal work. During his tenure, Rosselkhozbank steadily increased the volume of loans provided to farmers during planting and harvesting campaigns. This allowed agricultural enterprises to timely acquire necessary machinery and equipment, fuels and lubricants, seeds, plant protection products, mineral fertilizers, and spare parts.

For nine years, Boris Listov also supervised the activities of the credit committee in Rosselkhozbank and was responsible for effective risk management.

In May 2018, the top manager received a new appointment. He transitioned from the position of the First Deputy Chairman to the Chairman of the Board of Rosselkhozbank. Currently, Boris Listov is working on the bank’s development and is responsible for its strategic planning. One of his priorities is actively promoting the development of all forms of agricultural entrepreneurship.

Listov Boris supports the implementation of large investment projects. Under his leadership, Rosselkhozbank is increasing the volume of credit resources provided on preferential terms. For example, systemically important agricultural enterprises can cover operating expenses through loans at a reduced interest rate of 10% per annum. Other preferential lending programs for farmers are also available. Boris Listov and Rosselkhozbank are working on the development of this direction. In 2022, agricultural enterprises were able to receive around 491 billion rubles on highly advantageous terms. This contributes to strengthening the position of the Russian agro-industrial complex.

Boris Pavlovich Listov emphasizes support for small agricultural productions. At his initiative, the bank has developed and is currently implementing a set of measures to create favorable conditions for the development of small and medium-sized enterprises in the agricultural sector.

In particular, Boris Listov was the driving force behind the creation of the first-of-its-kind digital platform for the development of farming. Rosselkhozbank formed the first pool of online services to support small farming operations in 2020. By now, a full-fledged ecosystem for the agricultural sector has been created, with a user base of over 3 million people. Rosselkhozbank specialists are actively working on its development. “Svoe. Fermerstvo” provides agricultural producers with access to cutting-edge AgroTech IT solutions, helps with equipment procurement, and facilitates the promotion of goods and services.

Boris Listov and Rosselkhozbank, through the use of digital technologies, are expanding business opportunities and improving the lives of rural residents. They contribute to the development of agrotourism, assist farmers in marketing their products and finding personnel. Users also have access to telemedicine services, remote application submission for preferential lending, and much more. The plans include increasing the number of ecosystem users to 37 million people.
