QAHE Signs MOU with the Independent Kazakhstani Center of Accreditation

The International Association for Quality Assurance in Pre-Tertiary and Higher Education (QAHE) is proud to announce the signing of a Memorandum of Understanding (MOU) with the Independent Kazakhstani Center of Accreditation (IKCA). This strategic partnership aims to enhance cooperation in promoting quality assurance in higher education, both nationally and internationally.

The MOU establishes a collaborative framework for mutual recognition, enabling QAHE and IKCA to share best practices and resources in the field of accreditation. This partnership will bolster IKCA’s mission to enhance the competitiveness of educational institutions in Kazakhstan through robust accreditation and quality assurance processes. Non-profit institution “Independent Kazakhstan Center of Accreditation” (hereinafter referred to as the Center) is an organization with the status of a legal entity, established in the organizational and legal form of a non-state non-profit institution to increase the competitiveness of educational organizations of the Republic of Kazakhstan at the national and international levels through the implementation of procedures for institutional, specialized accreditation and rating research. Together, QAHE and IKCA plan to work on several initiatives, including the development of accreditation standards, capacity-building programs, and training seminars for academic experts and stakeholders. This collaboration is expected to significantly improve the quality of educational offerings and facilitate cross-border educational exchanges, enriching the educational experiences for students and institutions alike.

Notably, the recent inclusion of IKCA as a member of the Council for Higher Education Accreditation’s (CHEA) International Quality Group (CIQG) highlights a shared commitment to upholding high educational standards. Since 2019, the Independent Kazakhstan Center for Accreditation (IKCA) has been actively conducting accreditation activities at both national and international levels, demonstrating its commitment to strengthening quality assurance systems in higher education. Through the consistent implementation of transparent and rigorous procedures for institutional and specialized accreditation, as well as rating research, IKCA has contributed significantly to the development of a culture of quality, accountability, and continuous improvement across academic institutions.

Institutional accreditation carried out by IKCA focuses on evaluating the overall effectiveness of universities, including governance structures, academic policies, internal quality assurance mechanisms, strategic planning, research performance, and student support services. Specialized accreditation, on the other hand, examines individual academic programs to ensure they meet established standards aligned with labor market demands, professional requirements, and international benchmarks. These comprehensive evaluation processes encourage universities to enhance curriculum design, strengthen faculty qualifications, modernize infrastructure, and improve learning outcomes.

In addition to accreditation, IKCA conducts rating research aimed at assessing and comparing institutional performance indicators. This analytical work provides valuable insights into institutional strengths and areas for development, helping universities make data-driven decisions and refine their strategic priorities. The results also promote transparency and informed choice for prospective students, parents, and stakeholders.

Over the years, IKCA has expanded its professional expertise, refined its evaluation methodologies, and built a network of qualified national and international experts. Its ongoing efforts reinforce trust in academic qualifications and support the global competitiveness of higher education institutions. By maintaining high standards and continuously improving its procedures, IKCA plays an essential role in advancing educational excellence and fostering sustainable development within the higher education sector.
